3.00	Commentary on Country Reports »Six Countries – Six University Leaders« The massification of tertiary education, the emergence of the global knowledge economy and increasing national and international competition have further advanced differentiation and diversification processes in post-secondary systems worldwide. Responding to the study undertaken by Boston College, university leaders from six regions will report on how their respective national systems are responding to these challenges, while highlighting key issues and describing the particular role and responsibility of research universities.

	Forum 1: Differentiation of Functions in National Post-Secondary Systems The forum will discuss how to achieve coherence and complementarity within national post-secondary systems. What drivers are there for the evolution of post-secondary systems and which benefits can horizontal and vertical differentiation processes bring if managed well? What will be the mission and role of the comprehensive research university in differentiated 21st century post-secondary systems? Forum 2: The Steering of National Post-Secondary Systems: Autonomy Versus Accountability The forum will deal with the steering and management of differentiation processes in national post-secondary systems. What is the vision of nation states for their respective post-secondary systems and which legislative or financial steering mechanisms are suited to the specific nature of universities? How can a good balance between accountability and autonomy be achieved? And how can the impact of market forces be kept in check? Forum 3: Measuring Quality, Effectiveness and Relevance in a Differentiated System The forum will examine ways of measuring effectiveness, quality and pertinence in differentiated post-secondary systems. How do universities know that they are performing well? How can they promote excellence in research and teaching based on their institutional mission and purpose? And how can they effectively communicate their institutional achievements to the public, thus amending the sometimes misguided perception of university performance stimulated by international university rankings?
	Forum 4: Differentiated Access to Meet Mixed Goals in Post-Secondary Systems The forum will discuss how to encourage fair and reasonable access to differentiated post-secondary systems. What are threats to equal access and are there limits to widening access? Should there be different approaches to accessing a differentiated system and how are access and study success interrelated? Forum 5: Post-Secondary Education and the Labour Market The forum will consider the role and responsibility of the research university with a view to the employability of their students and knowledge exchange with business and industry. What is the particular task and mission of the comprehensive research university in preparing students for the workplace and society? What is the right balance to strike between imparting knowledge and skills, cultivating personal development and fostering critical thinking through research and teaching & learning? What is the particular task and mission of the research university in knowledge exchange and collaboration with business and industry? Forum 6: Privatisation in National Post-Secondary Systems The privatisation of national post-secondary systems is twofold: Private participation in post-secondary education delivery is on the rise in many countries and already very prominent in others. Also, public post-secondary education and research is becoming increasingly private as the state is withdrawing from its responsibility to provide for tertiary education and research as a public good. The forum will consider the challenges of private higher education in the public interest and will discuss adequate funding and control mechanisms of national post-secondary systems.

1.30	Council Dialogue Session on Current Topics Part I – Safeguarding Academic Freedom in a Changing World Academic freedom and organisational autonomy are prerequisites for the successful operation of universities. As political and societal developments in some parts of the world pose threats to academic freedom, the session will exchange views on current developments and discuss how academic freedom can be safeguarded in times of multiple global crises.
3.30	Council Dialogue Session on Current Topics Part II – Universities and the Global Crisis of Democracy As of late, populist movements and isolationist tendencies are on the rise in many parts of the world. The session will discuss how these developments impact on universities and how universities can be effective and visible promoters of academic integrity and rational argumentation as the basis of societal discourse.

10.30	Global Outlook: The Universities’ Responsibility – Where do we go from here? The future viability of universities depends on their responses to the common challenges of the post-secondary sector worldwide. Only together will we succeed in arriving at an equitable coexistence of locally, nationally or regionally adapted post-secondary systems, based on a catalogue of globally shared values. It is imperative that we tackle future challenges and jointly formulate and promote common requirements for a global higher education system fit for the future.
